On the main Area51 page, under the "Development Sites & Tools" subheading, the Issue Tracker section advises getting support in the Support Forums first. However, the Support Forum link leads to the 3.0.x support forums, which are archived.
It should instead link to the Support Forums category, where the user seeking help can choose the subforum that's relevant to them. Alternatively, it could link to the individual subforums directly, like how the Coding Guidelines section links to the different guidelines for each supported version.
