wrong update instructions via downloads page

On https://www.phpbb.com/downloads/ under https://www.phpbb.com/support/documents.php?mode=install&version=3 (install or update phpBB), the instructions are those for updating to phpBB3.2.

This has lead a number of members to update without disabling extensions.

It would be better to redirect users to
