Add a notice to the posting page for users on the MQ that can be defined by admins in the ACP.

I don't mind if this is hardcoded for .com therefore this could be as simple as checking the user's post count and if it's under 1 then displaying the message which is just a value grabbed from config_text (set somewhere in the ACP).
