phpBB 3.0 to 3.1 automatic updater problems and notices

The 3.0 to 3.1 automatic updater has major issues because of how many users have modified 3.0 to the extent that the updater fails in many cases. We could either:

1. Display a large warning about updating from 3.0 to 3.1 if the user selects that as their current version and a link to a topic or page somewhere on phpbb.com that gives instructions on how to update from 3.0 to 3.1 and highlight the likelihood of failure in the case that MODs are installed if the automatic update method is selected.
2. Remove the ability to select to automatically update from 3.0 to 3.1 and have the same notice from 1.
