Board Rules topic for 3.1 forum

So basically this topic: https://www.phpbb.com/community/viewtopic.php?f=466&t=2232411 needs a bit of updating. Seeing as it's titled read me first it may confuse many especially where it says: phpBB 3.1.x is currently in its Release Candidate phase and is not recommended for use in a production environment.
