phpBB does not send mail

My forum phpBB 3.0.12 does send mail via mass email. So it can sendmail (it uses mail php).

But when a user suscribe a forum, or a new message is posted it does not send email to the user

And it does not send email to moderators chen a new post is sent to the forum.
