db_tools::sql_column_add doesn't support NULL columns

    Description

      Is this for a reason that I'm overlooking? Or an oversight, for example:

      When adding a new column via sql_column_add; that column will always have NOT NULL, even if the default value is set to be null.

      This seems to be the case for most of the other dbms.
