In "User registration settings" the "Account activation" has only two options

After installing a fresh 3.0.7-PL1, I adjusted at the "User registration settings" the "Account activation". There are only two options: "disable" and "none". I do not know if this is correct, then I am sorry that I opened the ticket, but on my other board, updated since 3.0.RC1 I can select also "by user" and "by admin".
