      Description

      The position of categories in phpBB3 seems confused.
      Although you can create Categories in the ACP, the "help text" for ACP panel Manage forums / Forum administration states
      "In phpBB3 there are no categories."
      Suggestion:
      keep categories,
      first-level under categories are forums,
      all level under forums are sub-forums.
