    Description

      When submitting a Hebrew text, phpbb utf8_normalize_nfc() adds garbage to the text.

      A screenshot with the garbaged text is attached.

      This bug occurs everywhere (I guess it because utf8_normalize_nfc() is used everywher) and just in the posting page.
