Maximum attachment file size setting not working in 3.0.1

I set my file size limit to 256KiB, but people are able to upload more than that. Someone uploaded 2 attachments in one post, of about 1.7MiB each. Also, this is for version 3.0.1, but the version box for the ticket system doesn't have that as an option.
