a_group not checked in ucp_groups - manage groups (patch included)

In ucp_groups, submode "manage groups" only the groups in which you are leader are displayed. This is true even if you have the a_groups permission which allows you to manage all groups.

I've attached a patch which removes the member/leader checks for users with a_group permission so they can manage all groups. I am aware that the ucp module is only a subset of the acp module, but IMHO that's still better than forcing admins to log into the acp if they just want to add or remove users.
