Admin notification in case of new phpbb-version or available extension-update

Feature idea: Notification email to admins or defined groups in case of a new availbale phpbb-version or in case of a availbale update for extensions. Right now the admin has to check regularly in the backend. An additional email-notification couldincreas awareness of possible updates that also might have security-fixes.
