Founder permissions reversed in ACP

Update: Idiocy on my part. As a blind user, I did not realize that the Founder gets the VigLink page, which has to be submitted before the normal General page can be seen (or in my case heard). Please close this issue, although I suspect that sighted users may well fall into this trap also.

For reference I leave the original description intact below.

I am currently testing a migration from 3.1 to 3.2. My board has one Founder (Forum Admin) and two further administrators (Dick and Harry). I am both Forum Admin and Dick.

When carrying out installation and post-installation work, I always log in as Forum Admin. After migration to 3.2.0, I was looking for the "Purge cache" function, and could find it nowhere. Many other database functions were missing as well. I subsequently logged in as "Dick" and the ACP contained all the founder-specific functions. If I promote "Dick" to a Founder, these functions are no longer available. They are only available to normal administrators, not to founders. The user profiles of both users are correct in that they show "Forum Admin" as a founder and "Dick" as an Administrator, but not a founder. The available functions in the ACP are thus reversed from what they should be.
