I'm pretty sure this is not intentional. Just thought I'd bring it up like I did here:

The default prosilver theme has in forumlist_body.html

Its probably something left that hasn't been touched since the original creator put it there. Or if it has been put there by indent, make it more clear as to why its like that. For example like how you guys did it with the forum description on viewforum_body.html.
