Add UCP switch to deactivate responsive behaviour

I think we should add an option for the users to deactivate the "responsive behaviour" in the ucp, if desire.

Standard behaviour should be always: yes, use responsive design.

But some user desire still to use the "desktop"-version on smartphones.
