Conditional inclusion of style does not work correctly

This condition may be intended...

Assume you want to include an additional html file if a certain mod has been added...
For example:

<!-- IF A_MOD_SWITCH --> <!-- INCLUDE mod_file.html --> <!-- ENDIF -->

Irrespective of the CONDITION value, the template engine will try to load the html file...

Surely the switch should prevent the template engine from trying to compile?
