On hold PMs not released if on hold amount is greater than inbox size.

If the message inbox has a size of (for example) 5 Private Messages & there are 6 on-hold then even if the user clears space in his PM inbox he can not release any of the on-hold messages.

My view is that enough PMs should be released to at least fill the inbox again.
