More options and permissions at "Bump topic" in acp and editing posts

I'd like to suggest some new options in the acp concerning to the "bump topic"-function in topic, when users have the last post.

In the moment this feature can only be used one time until a new post was written in this topic by the author of the last post.

I like to see one more permission like:

• can bump topic when last post is own
• can bump topic when last post is from other user (for moderators/admins)

and few more options:

• topic can be bumped [x] times until a new post have to be added (0 = no limit)
• topic bump changes posting-date: no or yes

and one checkbox in the posting-editor during edit:

• edit will bump topic: no & yes

I think these addons would make this feature more useful and individually configurable by the board admins.
