Users can ignore flood limits in forums even when their global permission is Never

    Description

      Testing http://tracker.phpbb.com/browse/PHPBB3-8512 I did the following:

      1. Set user group permission "can ignore flood limit" to "Never" for Administrators.
      2. Sent PMs - the permission was respected.
      3. Posted posts - the permission was not respected.

      Viewing administrator permissions in my one forum reveals that they are "Yes" for ignoring flood limit in that forum.

      Not sure if there are cases when per-forum permissions should override global Never permissions. In my case I think this is a bug.

      With this and http://tracker.phpbb.com/browse/PHPBB3-10475 the root cause appears to be that global and per-forum permissions are entirely independent, and I'm not sure if this is the correct or intended behavior.
