"Can post new topics" permission ignored if "Can read forum" is set to No

    Description

      Bug report applying to this support topic: http://www.phpbb.com/community/viewtopic.php?f=46&t=2123380

      The "Can post new topics" permission is set to Yes, however, when attemping to directly go to the posting screen, this is still not allowed by phpBB because the user is not allowed to read the forum. This is of course only a minor issue, but can be useful if the user has to transfer information and later the moderators of the board can discuss it.
