Modify build system to be suitable for running continous integration directly for 3.0 and 3.1

      The build system needs to run tools like php code sniffer, php code browser, php mess detector etc. to be suitable for use in bamboo. Bamboo tasks for 3.0 and 3.1 need to be setup afterwards.
