Changing credit line in footer

      The following line currently renders through overall_footer.html:
      "Powered by phpBB © 2000, 2002, 2005, 2007 phpBB Group"

      This has been considered a "copyright" but is really just a credit line. As such, it should be simplified to just:
      "Powered by phpBB"

      This text is also hard-coded into the template file. Should probably be moved to the common.php language file so it can be translatable.
