Trying to convert the database when the database user doesn't have CREATE privileges results in a big, fat Fatal Error. Obviously, mentioning this requirement in INSTALL.html would avoid the error (at least I didn't see it - sorry if I overlooked it ).

Same goes for the DROP priviledge needed.
