custom profile field length checked after html encoding

      Database: mysql 5.1.41

      I created a profile field with a max length of 12, and user tried to input <BT>KI4IDeM
      This resulted in an error that the field is too long. I assume somewhere it is being html encoded before the string lenhth is checked
