That ticket was marked as not a bug. I disagree. It is a bug. It's the same line of code in 3.0.5 and 3.0.6, but there was no error before I updated to 3.0.6.

I suggest phpBB release a patch fixing this. We're seeing more and more people reporting this problem; it's no longer a minior problem, and even if it was, shouldn't phpBB try to help us fixing it?

I must say the support from phpBB on this problem has been horrible. It is a big problem because many people cannot access their Administration Control Panel anymore which leaves the board both in a dangerous state and unmanageable.
