Incorrect Forum Hierarchy On Home Page

      My new PHPBB site has, on its top level, three forums and one category with several subforums. The sort order has two of the forums, then the category, and then the last forum. The subforums of the category allow NO ACCESS to guests and registered users, and standard access to a user-defined group.

      When a guest or registered user is viewing the home page, the first two forums are displayed under a header of FORUMS, but the third forum is incorrectly displayed as if it is a subforum of the category. If you view the attached image the forum SUB-COMMITTEE REPORTS is NOT a subforum of SUB-COMMITTEES.

      This is corrected if I change the sort order to display all three forums before the category. It is also corrected if I grant at least READ-ONLY access to guests.
