Ever since upgrading from 3.0.2 to 3.0.3, deleted users have been assigned the highest rank (the one requiring the most posts) possible.

If I delete the highest rank, then deleted users are assigned the next highest. For example, the maximum rank requires 500 posts, and I delete this rank. Deleted users are then assigned the next highest rank, which requires 200 posts.
