Operating this option for a user with a permission to enter and writing a Forum (the Forum is accessed only by this user and admins), as an admin testing the permissions, I cannot see the Forum as accessible.
In attachment the screen where the access to the forum for User 'starter' is granted.
In my installation (absolutely vanilla) all permissions applied to a single user cannot be tested and seen with the option 'Test out user’s permissions'
