Don't work [url] tags

      Database: MySQL 5.0.27

      So,
      When i try to create a post with links that contain non-english characters, the [url] tags don't work
      for example:
      [url=http://ru.wikipedia.org/wiki/Заглавная_страница]Rus Wikipedia[/url]
