The main page of the MCP lists the latest 5 reports, whether or not the moderator is authorised to see them. This shows up if the moderator has permission to close/delete reports in some or no forums, but has other moderator permissions.

When the moderator clicks on the 'view details' button for a report they shouldn't see, there is an error message.
