Currently it's not possible to create MySQL connections that use TLS for phpBB. For security reasons we'd like our database connection to be encrypted. It is possible to add this functionality through an extension, but we prefer it be built in the core of the product to benefit the most people and also to have less we need to maintain once this functionality is in.
