Display info on viewprofile if user is banned

      At the moment the link "banning" will be displayed on the "viewprofile" part of memberlist for every user, if the viewer has the permissions. Even if the user is already banned.

      The idea is to remove the banning link when the user is already banned and display an info "banned" instead.
