In order to better inform admins about outstanding or urgent updates to phpBB, we should add automatic admin notifications based on the version info. This would automatically run via the cron system and periodically check the latest version info for new versions or security releases.

Especially on security releases, this would then send out notifications to admins to inform them of the needed update.
