Dear phpBB devs,

I have found a historical problem, if a topic has "Announcement" or "Global" status, it is not showed in "Active topics" parts.

Example of link to have "Active topics" (a forum with subforums):
- https://example.tld/viewforum.php?f=XX

I have found this forum in the official phpbb board with "Active topics":

• https://www.phpbb.com/community/viewforum.php?f=52

There is no problem if the topic has "Standard Topic" or "Sticky" status.

I suppose that the problem is in phpBB 4.x development too.

Can you solve it?
