Disable all extension during phpBB4 install/update

      We should consider disabling all extensions when phpBB 3 is updated to phpBB 4.

      There are significant enough changes in phpBB 4 where, with respect to Symfony 7 for example, any extensions that may be extending or implementing interfaces from Synfony, such as if an extension has a Command/CLI component, a fatal error could be experienced by the user after updating if the extension is not properly mirroring the interfaces which now require stricter type hinting.

      Simply disabling would allow the update to happen without interference from the extensions installed. And even better, once the user starts to re-enable their extensions, any that have constraints that block them from being installed on a phpBB 4 would be good too - that lets the admin know the extension is probably not compatible and to wait or look for an updated version.
