Permissions testing is broken for MCP and UCP

    • Same bug on PHP 7.4 and PHP 8.1, so that shouldn't be PHP-related.
      I encountered that issue on an actual board upgraded to phpBB 3.3.13 as well as on a fresh installation. 

      Since phpBB 3.3.13, an annoying bug has appeared.

       

      When an administrator simulates someone else's permission, he or she cannot browse inside the Moderator Control Panel or the User Control Panel. If an admin goes to the MCP or UCP while simulating someone else's permissions, he or she can only see the MCP or UCP main front page.

       

      Therefore, the permissions test feature is now greatly broken.
