After updating to a newer composer version, it's no longer possible to install extensions as the necessary plugin is no longer loaded. This is due to the fact that local plugins are disabled when using the Factory::create() for a composer file that is not the default composer.json.

This was caused by the changes in https://github.com/composer/composer/issues/10935
