In phpBB 3.1 the maximum Topic Title Length was increased but the Private Message Topic Title Length was not changed.

This becomes visible when a member PM's a poster while reading a post. The PM Topic Title gets clipped. 

There should be consistency between post Topic Title lengths and PM Topic Title lengths.
