bin/phpbb.cli requires 755 permissions

      I've noticed that /bin/phpbbcli.php requires 755 permissions to run as described on the ACP server settings page:

      Minimally the text on the server setting page should say something like:

      When off, phpBB will arrange for periodic tasks to be run automatically. When on, phpBB will not schedule any periodic tasks by itself; a system administrator must arrange for bin/phpbbcli.php cron:run to be run by the system cron facility at regular intervals (e.g. every 5 minutes). Check the file to ensure it is publicly executable (755 permissions) or the cron won't run.

      Perhaps when the archive is packed for a release the permissions on this file could be set to 755, making it less likely they will have to be changed when files are uploaded to a board's web space.
