so, we've notifications for a while now and it would be great to have the ranks system to send a notification when the user wins the new rank.

So if I add a rank for 10 posts, when the user reach the 10th post it would receive a notification of congratulation for the new rank.
Regarding special ranks it could send too notification.
I would even add at ACP a new On/Off option for sending notification for each specific rank.

The rank system could be a lot better but Im only asking to still keep it simple for now but adding the notification to it makes a lot of sense for me and it seems a good idea.
