phpBB does not run in php 7.1,7.2 in Windows

      phpBB doesn 't run in php 7.1, 7.2 in windows.

      this bug i think related to composer and dependency when replacing vendor folder with vendor folder form 3.2.x github version (after building with composer) every thing work as well.
