Pressing Ctrl+Enter after writing a PM submits "add recipients" textarea, even though the user cursor is in the message textarea.

While results in mere page reload without losing any data (since 3.2.2, thanks https://tracker.phpbb.com/browse/PHPBB3-15149), but it is still extremely confusing and inconsistent behavior - pressing Ctrl+Enter in topic reply results in reply preview, and the same is expected for PM.
