Having the role set for permissions (f.e. "Standard Features"), after clicking either of All YES/NO/NEVER link and then "Apply all permissions" you get permissions set unchanged but to the same role as before.

Also, clicking the All YES/NO/NEVER doesn't change the role select dropdown  list option.
