When trying to change a user's permissions through Permisions => User permissions, clicking either Apply permissions or Apply all permisions results in an AJAX modal with a success message. Returning to the same User permissions page for that user shows the permissions in their original state with no change having taken effect. Checking the admin logs also shows an indication of the problem with no user being listed in the log message. See screenshot
