Assets paths broken on Windows instances

      When installing current 3.2 branch code on a Windows machine the paths are not being generated properly for JS assets:

      http://localhost/rhearc2/C%3A/inetpub/wwwroot/rhearc2/styles/prosilver/template/forum_fn.js?assets_version=1

      Strangely enough CSS inclusion seems to be working fine for the base style, but not for extensions:

      http://localhost/rhearc2/C%3A/inetpub/wwwroot/rhearc2/ext/davidiq/reimg/styles/all/theme/imglightbox.css?assets_version=2

      This is specific to Windows as I've had the problem come up using both XAMPP (apache) and IIS 7.5.
