I would say that on all phpBB versions this happens. If I've many Foruns and try to give permissions to all, like 60~100 foruns, an error occur. If I divide my forum at 3 parts I can do it without errors.

The solution would be to the submit button sent the information into various parts so it could still be possible to send 10, 20, 100, 200 foruns permissions.
