Allow superglobals in installer cli

    Error rendering 'com.atlassian.jira.jira-view-issue-plugin:details-module'. Please contact your Jira administrators.

      The installer CLI currently throws a runtime exception due it using globals when outputting the for example help on commands. The normal CLI enables superglobals already but this seems to have been overlooked for the installer CLI.
