With the following option checked:
...users are notified of ALL new topics AND ALL replies to ALL topics in that forum, regardless of whether or not the topic itself has been subscribed to:
In other words, it is currently impossible to only subscribe to new forum topics and nothing else.

Due to the longevity of this issue and its relation to forums with a lot of foot traffic (we can either get spammed by emails with all the new topics and replies, or not get any emails), I've marked this "major".
I'm also happy with having a file or database tweak that fixes this issue if anyone has one.
