Add template events to prepend and append to the forum category header rows in prosilver.

These would wrap around the <dl>...</dl> elements in a similar fashion to the existing events in the regular forum row.

Should allow to add stuff to the forum category headers (such as for use by the official extension Collapsible Categories)
